Milemarks ahead: Realignment/reshuffle, Housing-HDC split

The United National Congress’ (UNC) first year in Government and the People’s National Movement’s (PNM) first in Opposition looms with the anniversary of the April 28, 2025, General Election, a month off from today—and yesterday’s clashes between both sides in Parliament showed where each stands. Battling each other hard on issues inside the Red House and outside. Each is challenged by shortcomings and retooling along the way. Eleven months after April 28, 2025, have seen the UNC’s golden spotlight shattered by a perfect storm of factors. Including self-created. Constricted finances. Complete overhauls/dismantling simultaneously affecting people, and positions. Goodwill fading. Economic “coma.” Rising demands, protests, including from nurses and teachers. Deep business community concerns. Muslims’ calls for the return of relatives overseas. Alliance with controversial US superpower with projected T&T goal of economic/security benefits. Global fallout from the US/Iran warshot landscape. Acrimonious split with Caricom, T&T’s second biggest market. Toeing US line alongside pro-US Latin state, dividing the Community of Latin American and Caribbean States. Two States of Emergency in Government’s brief tenure—plus recourse to US assistance—have spoken loudly for the authorities’ crime handling ability. Current SoE, ending in June, would see T&T spending nine of the United National Congress’ 14 months of office up to then, under SoE. Questions continue after businessman Danny Guerra’s murder was followed by his employee, Rondell Adolphus’: who else is at risk, to be questioned—and the fallout regarding Defence Minister Wayne Sturge, reported target of threats in 2025, allegedly by Guerra and others, including a UNC board chairman. Alleged clash between EtecK’s chairman and the Trade Minister – with the Hilton‘s future hanging in the balance—has further highlighted Government’s internal competencies and fit. EtecK’s shift from Trade to Saddam Hosein’s Land and Legal Affairs Ministry, places in his large portfolio the challenge to retain the landmark Hilton brand. While the ministry’s credited Prime Minister Kamla Persad-Bissessar with the “vision for the transition, it’s the latest realignment, which UNC officials expect could climax with certain ministerial portfolio changes by the party’s first anniversary in Government. Reshuffle hints have been circulating since December, with a few non-frontline ministers’ names being called – regarding performance. Realignment of various portfolios has been occurring since the 35-member Government (with 25 Cabinet Ministers) was announced May 3, 2025. Major movement was last October’s changes for 16 frontliners, including the PM, who assumed more responsibilities. In February, Parliamentary Secretary Nicholas Morris was promoted to Minister in OPM. Officials believe tweaking portfolios—announced quietly via Gazette—removes shock/negative spotlight often accompanying reshuffle announcements; and reduces the number to be reshuffled. Along with any changes, ambassadors are also yet to be appointed in many territories beyond the US and India. State boards are also to be completed. It’s confirmed the Housing/HDC entity will, in a few months, go separate ways from the ministry’s decades-long South Quay location. With rent said to be almost half a million monthly and funds limited, sources added that HDC will move into one of the Edinburgh Towers using almost all the space. Housing goes to a 122 St Vincent Street building, a former Clico asset. T&T’s road amid the overall situation will be detailed in the 2026 Budget review, expected by the Finance Ministry in May. With Government’s Revitalisation plan badly timed, when economies lie wounded alongside armies, how Finance’s ministers prescribe for T&T is ahead, beyond hints at TTMA’s conference – including “hard decisions that had to be made.” The Opposition PNM is also enduring its own trials internally and externally post-defeat: reorganising, swift, best use of all available talent and institutional knowledge and unifying. While the executive still totes certain controversial incumbents, Parliamentarians are working (within whatever constraints) meeting the Government’s flubs, snubs and plugs. Post-Tobago House of Assembly election loss, the Tobago PNM council’s April internal election is so far showing odds on defeated MP Shamfa Cudjoe winning leadership. Recent deadline for submission of persons offering themselves for Local Government seats in areas held by the UNC, has so far produced nominees, including young professionals, officials said. As anniversary reviews continue over coming weeks, it’s also ahead who may regret earlier actions if they knew then, what’s known now.
